S8300D - Shutdown button sometimes shuts down, sometimes reboots

I have an S8300D running AVP 7.1.3.8.0.03 and a CM 7.1.0.0.532 VM which runs perfectly fine up until the point I want to shut the system down.

Regardless of whether I use the SHUT DOWN button on the front (causing OK TO REMOVE to flash) or the shut down option in ESXi, the card will sometimes shut down (OK TO REMOVE light illuminates solid green) but more often than not will instead reboot (OK TO REMOVE stops flashing if using the SHUT DOWN button) and the ALM indicator will light solid, then light flashing just like a normal cold boot.

Why might the shutdown procedure be so inconsistent in whether it succeeds or not?
