S8300B ICC & LSP with Different Hunt Group Capacities

I have a site with two Avaya Communication Manager locations. Both sites use ACM R3.1.3 (patch 12514) S8300B Media Servers with G700 media gateways. One site is the ICC & the other is an LSP off this main site. I have hunt groups (non-EAS) that users log into using abrv-dial buttons with Login/Logout FACs and 2-digit hunt group numbers (01-99) programmed. However, when the WAN goes down and the remote site goes into LSP mode hunt groups member cannot log into their respective hunt groups using their pre-programmed buttons. They must now dial the Login FAC & then use 4-digit hunt group numbers (0001-2000). Has anyone seen this before? Is there a fix for this apparent software bug?
 
I am working with Avaya Tier III and IV about this issue. They're first response was that this was working as designed.

So, be aware... any S8300 LSP site you have where users log into hunt groups: they will NOT be able to login the same way once they go into LSP mode.

I have asked Avaya TSO for a written response, and have been asked to wait for a couple of days...
