Not sure, but here are the settings that I finally got a tunnel up with:

Cisco RV042 settings:

Local Group Setup:
Local Security Gateway Type: IP ONLY
IP Address: (WAN static IP of this site)
Local Security Group Type: Subnet
IP Address: Local LAN subnet
Subnet Mask: Local LAN subnet mask

Remote Security Gateway Type: IP ONLY
IP Address: Remote (Q2300) Static WAN IP address
Remote Security Group Type: Subnet
IP Address: Remote LAN subnet (i.e. 192.168.100.0)
Subnet Mask: Remote LAN subnet mask

IPSEC Setup:
Keying Mode: IKE with Preshared Key
Phase 1 DH Group: DH-1
