Russian Language Deployment of Application

How would I deploy an application developed using PowerBuilder in Russian? I want the entire application to display Russian titles etc and accept and store Russian data too. I am using Oracle as my database?

Would the Unicode version of PowerBuilder alone (with similar support from the database) alone do?

Do I also have to use the translation toolkit?

Does the translation tool provide a Russian directory?
