Currently RUS is failing to work properly.
Whenever I add a user to exchange, it takes up to 1.5-2 hours for them to get the SMTP info from RUS (smtp info found in user properties -> Email Addresses tab)
It also takes a significant amount of time to replicate to the other administrative groups in the domain.

Some background information:
The server in the administrative group that has been having issues, recently crashed. Hard. We set up another server and sent it out to our remote site. They hooked it up.
We migrated all the users, then removed the old server (through adsi)
We also removed the dns entry and the computer entry in AD for the old server.
