Runtime Error 3043 Disk or Network errror

I am setting up an appl to run on a PC using the RUNAS command since several different users would be running this
appl on the same PC which is under a differen ID. I get the
RUNTIME ERROR 3043 when the application is launched. To test
it I was using my ID and PSWD in the RUNAS command so I know
I have access to the folders/directories. The application is VB6.0 , Crystal Reports, and an Access database. Can anyone help.
