Runtime error 21 at 1

I've started getting this Error message popping up on my desktop and can't figure why. Nothing has changed on my PC recently. I even get it in Safe Mode.
I googled "Runtime error 21 at ???" and it appears it may be a virus. I have Norton 360 up to date but it hasn't reported any problems.
Has anyone out there dealt with this problem and can give me an idea on how to correct it?
