RUNNNING Shutdown script through group policy

I am trying to put a BAT file which would shut down computers for 2 departments in our company. How could I do it with group policy without using Startup or Shutdown script.
I understand that through group policy, it can be done with startup or shutdown script but I want to shut down their computers as administrators.
