Running Unix commands inside ftp not working

Remote users ftp files to our Unix box and then need to run a command to load the files in the database from inside the ftp process. We have tried a .netrc file with <quote site exec load_file &quot;filename&quot;> but seems any Unix commands other than those specific to common ftp commands won't work. Users can ftp and transfer files just fine. Once deposited, I can manually run load_file against them and they load fine. We have other users that do this automated process successfully, unfortunately their process was set up by vendors or the designers before I got here and they won't help without $$$$$! What are we missing?

Suggestions?

 
Why not have a crontab that checks every 10-15 mins to see if the files are there, if so run the command to load them.
