Running script on remote window XP PC

I would like to know if its posible to run a script on a remote PC running Windows XP. For example I am on PC A and I want to run a script on PC B. Any sugestions greatly appreciated.
 
The only way I have ever done that is with telnet.

I tried to telnet to another window XP machine on the network it came up with an error "Could not open connection to the host on port 23: connect failed"
 
I think both your network and the target PC need to allow telnet communications.
