Running reports if something is true

We have Crystal Reports 11 and Crystal Enterprise 10. Is there a way to schedule a report to be e-mailed every half hour ONLY if the report has changed since the last run time. For example, if the report ran at 7am and there were 70 records, at 7:30 it would run and only e-mail a copy if there are 71 or more records.

Look into EVENTS in CE.

So you might have an external process such as the database fire a query every half hour and keep a count of the last number of rows in a table and if the current query exceeds it, it could write a file to base the report event on.

This assumes also that you're not looking at updates of this table, simply that rows may be added or deleted.

There are other approaches as well, but I would offload this sort of thing to the database as opposed to Crystal.
