Running PA utils after SP#3 on version 8

I'm trying to update the sp's for PA, but when I launch the PA Utils, it's looking for a utilprocs.txt file, that I don't have on my PC (even though I've installed the SP) nor does it appear on the server where the initial upgrade was performed.

How can I get this file?
