Running Outlook 97 on a terminal Server

I have been trying to get Outlook 97 to run in a terminal server session and keep getting an error message "please run setup again" everytime the user clicks on the Icon. I followed the instructions and re-installed the app for terminal server but it still gets the same error message.

Any ideas
