Running My Own Web based Email

I don't know if this is the proper forum.

But I was thinking of offering Web Based Email to visitors from my Site.
I'm not sure how to go about it.
I don't want to use an outside service like 'everyone.net'
I thought about using an open source program like 'Twigg'.
My preference is php/MySql.
I'm on a shared server, do I need help or permissions from my Web Host?

Does anyone have any ideas of how to proceed??
