Running as a daemon it works Run as a Queue Runner it does not

I'm running sendmail 8.12.11. I can process email ok if I start it using /usr/sbin/sendmail -bd. Email does NOT get processed if I run it via Queue Runner. In the maillog file I see the following:
Mar 10 17:58:22 hostname1 sm-msp-queue[4011]: j2AMvbW3003969: to=john.doe@yahoo.com, ctladdr=root (0/0), delay=00:00:45, xdelay=00:00:00, mailer=relay, p ri=3270056, relay=[127.0.0.1] [127.0.0.1], dsn=4.0.0, stat=Deferred: Connection refused by [127.0.0.1] Mar 10 17:58:23 hostname1 sm-msp-queue[4012]: j2AMvbW3003969: to=john.doe@yahoo.com, ctladdr=root (0/0), delay=00:00:46, xdelay=00:00:00, mailer=relay, p ri=3360056, relay=[127.0.0.1] [127.0.0.1], dsn=4.0.0, stat=Deferred: Connection refused by [127.0.0.1]

I should also mention if I run sendmail /usr/sbin/sendmail -bd then configure Queue runner to run, mail will also go out.

I've tried about everthing I can think of and read everything I can find on this version of sendmail but I still cannot get it to work.
 
Within the "/etc/mail/access" (or wherever your access file is stored) do you have:
127.0.0.1 RELAY
localhost.localdomain RELAY
localhost RELAY


If not, this could be causing your issue. Add the above and and update the "access" file by doing a make.

ie: if the "access" file is located within /etc/mail, goto that directory and type "make". stop/start the sendmail server and try again.

Thanks for the response. I do have all that you mention in the file. Here is a ps -ef |grep sendmail
root 25709 1 0 13:59 ? 00:00:00 sendmail: Queue runner@00:15:00 for /var/spool/mqueue
smmsp 25718 1 0 13:59 ? 00:00:00 sendmail: Queue runner@00:15:00 for /var/spool/clientmqueue

I beleive it is supposed to look that way.
