Running AIX 6.1 CPU intensive

we are running oracle 10g on AIX 6.1 and the database size is around 9TB. the system is cpu intensive and always runs at 100% utilization. However we used to run the same database in HP world and it was not consuming such high CPU.

please advise!!

I have 24 lcpu /12 VIRTUAL processor and the vmstat value is at peak when the system was using 9 physical procs. However if the load comes down then my runnable thread shows less value around 15 which is less than the total number of lcpu. By the way I am runing it on P6 MACHINE!!
