Running a program on dial-up

Hi All

I have a web based application that creates and queues email to be sent via SMTP when a client machine dials-up. What I need to be able to do is run a program that processes the queue when a dial-up connection is made.

I am not looking to create the dial-up connection (aka rasdial), I want to run a program/script whenever a dial-up connection is initiated by the user (like 'if-up' in Linux for those familiar ;-).

Any help greatfully appreciated.
