Run VBScript from ASP using IIS

Two part question:

1) I have a main computer running XP and IIS. I have a bunch of sites downloaded to it. One ASP page is trying to add tasks to the windows task scheduler. If I run the page over the web from the actual server machine, it will add the task to the scheduler. However, from a client machine it will not.

How can I get it to run from any client?

I'm using WScript.Shell object to run the command.

2) I have a test computer running XP and IIS with the same files and settings as the computer above. However, using WScript.Shell I am able to run a vbscript file on one and not the other. I have no idea why this is.

Any suggestions?
