run | services.msc won't open

I have an HP machine 1.2Ghz, Celeron, 256MB that I am working on for a friend. It wouldn't start (unmountable boot volume) which I fixed running the recovery console. Now, when I type run | services.msc, services window will not open. Actually other than cmd, nothing will open. I tried msconfig, services, defrag.msc... Nada, zip... nothing happens.
When I go to windows update I get a 0x8ddd0018 error yet, the systray shows the Updates have been downloaded and are ready to be installed icon. Once I click to update, enable automatic updates adn return to windows update I get the same error telling me that automatic update is not on or BITS isn't running, etc.
Any ideas?

If you right click on My Computer, then click manage, select 'services and applications' from the 'Computer Management (Local)' section, and then select services....can you gain access to the services from there?

What commands did you run from the recovery console, and just to clarify, is it an XP Pro machine?

What won't open? How far do you get?

I have seem similar behaviour before where there was a service hanging in "STOPPING" state.

I presume you have ran the usual Virus scans etc?

Are other programs functioning as normal?

It seems from the above that it may well be being caused by a services issue, from that I think that if you fix your first problem the second one will also be resolved.

It could well be a service is hanging, the only trouble is..if you can't access services then how do you know!!

Doing the virus scans now.

virus scans complete and removed. Still won't start services and I can't open Windows Task Manager either.
 
all other programs seem to start as they should
 
Feeling like the right proper dummy that I am.... I realize that it's Home not Pro... No administrator rights = no ability to start services unless you're in safe mode (which I now am)

No problem, hasn't actually helped there though lol

Didnt know that about Home edition! So to run any services you must be a local admin?

All the machines I use tend to be Pro

I'm a pro user but I do run into lots of home users that have a Dell or HP or whatever with XP Home... usually jammed to the rafters with everything and anything 15 year old kids can download.
This machine is now defragging. Judging by the progress thus far it's going to take the better part of today.
