run or test pl/sql from PC

The developer's in my group have loaded the 9i database on there PC's. They then loaded the schema that contains one of our PL/SQL applications. They want to make changes and test them. What do I need to load on there PC in order for them to test the code changes in a web based environment from there PC. I know that you can run OC4J on the PC to test reports. What is the best approach to take in order to create this web based stand-alone environment.
