Run Office 2000 from a Windows 2000 server

We are trying to save money on licensing for Office 2000 and I am wondering if running the applications from a Windows 2000 server is a good idea. We could have up to 35 computers in one building that may want to do this, but probably not all at the same. What is the effect on the network speed and bandwidth?

How would we be charged for the licenses? Is it simultaneious users? Can we pay for 10 simultaneous licenses and then the 11th computer would get some sort of error to try later?
