Run Macro when IE opens XL file instead

I developed a really nice XL sheet that patched into out database and imported info to automate/standardize a form. Global/universal documents are house on the server to serve as a control and people are supposed to download from this central source to prevent uncontrolled evolutions of documents throughout the whole company and this way any updates made people automatically have it for quality purposes....
Well out company runs NT, 95 and XP ( yes insane I know) anyways well majority of the company opens the documents housed on an intranet page Internet Explorer hosts it within the browser and the code CRASHES. I know there are registry solutions but that involves a LOT of work, is there any way to :
Get files to only open w/ XL?
Write code to be versatile to run w/ XL or hosted via IE?
