Run JavaScript when Safari or IE Opens

I added the following to the bookmarks bar and it works fine when I click on it.

javascript:window.open('http://

I was wondering if I could take it one step further and have this be the default when I open the browser (Safari or IE) in Windows 7. I tried it, but get the error message Safari can't use JavaScript for this action.

Was hoping I could do this to make it feel like I am opening the program directly as I would a shortcut icon for Excel as well as save some clicks and get directly to the application.
