Run a ".exe" program from FrontPage and "block" the download 2

On our Intranet I have a web page containing a hover button that executes a Visual Basic program. Everytime a visitor clicks on it they receive a "File Download message box" that asks if they want to "Run This Program From The Current Location" or "Save This Program To Disk" . I want the Visual Basic program to pop-up on the screen immediately when the hover button is clicked. "Is there any way to turn off this message for my web page only" ? The only authorized browser is Microsoft Internet Explorer. There are roughly 20,000 Users on our network. NOTE: If there is a system setting to bypass this message the System Administrator wouldn't do it anyway.
 
The directory in which the .EXE resides needs EXECUTE permission. I do the reverse for my download sub-web; remove EXECUTE permission so that it will download. I set it through my ADMIN page on my host. I have seen that if you open your web (sub-web) in Front Page and right-click on the "root" and select properties, you get a dialog box that has checkboxes for "Allow programs to be run", "Allow scripts to be run" and "Allow files to be browsed".
 
Generak\lly a browser will not recognize an exe file therefore its next reaction is download. However if you are on a network, if you call the file from a shared folder on the network that is accessible to all, it may bypass but I highly doubt it. DeZiner
