run a pdf file inside xhtml file

I have a dozen regular xhtml files in a sub-directory with one pdf, from which I want to be able to quit using my conventional navigational system which works fine. However, I can't get the pdf file to show or open.
<a href="test.pdf"> doesn't work. Any suggestions, please

Do you have a PDF reader or plugin installed? What browser are you using? What operating system? Are you running via a webserver, or locally on a filesystem?
