Run a local file

In a W2K environment when logged on to a 2000 Pro PC. Users access a web page from an IIS server and need to run a specific file(c:\file.vbs) located on their hard drive. I used <a href='C:\file.vbs'></a>. The problem is that the users get prompted to run or save the file. I don't want them to check the &quot;allways ask before opening this type of file&quot; for security reasons. Is there any other way to allow users to run a specific local file without getting prompted????
