Rules in External Inbound and Outbound

Hi all,
I have a question in Exchange Server 5.5 SP4, i restringe the mail outbound in the IMS and inbound in Recipient Properties (Delivery Restrictions of the Global Address List)
My problems is a new requeriment: Selected recipient only relay a determined outbound users (not users for my domain) and received determined outbound users.
The first solutions is create a new custom recipient but the problem is show in global list and if selected Hidden from Address Book i not configure in Delivery Restrictions

Any idea for my problem???
