Does anyone have any idea about the best way to accomplish the following in Exchange 2003?

I need to be able to send a resource reservation request via Outlook to reserve a resource. Then, if the resource is available and accepts the meeting, I need the meeting organizer to receive a customized email providing them with details. The issue I am running into is that the resource accepts the meeting, but then the rule is not followed to send the email because the request is gone from the mailbox. Thanks!!!
