Ruler outline shown but no tic marks or numbers

New to Pagmaker 7.0. I have rulers turned on. The only area of the ruler grid that has tic marks is above and to the left of my layout sheet, and those have no values. A single bar moves in the ruler bars in sync with the cursor but no numbers are displayed for reference. I deleted the .cnf file so it would start up with factory defaults but still no luck.
