Rule Can not be saved

Hello all

Some of my users (I havent tested all of them) are getting the error message " Rule can not be saved wait a few minutes & try again" when they try create a rule that has an email in it. I tried it with mine and got the same thing. When you dont have an email address in the rule it works fine. Has anyone seen this before?
