We just upgraded a center from SCCS 4.2 to CCMS and all I had to do is re-create the user id for IEX on the server utility client.
I would look at IEX and network (LAN). If you can, try to log in the IEX right on the C-LAN segment the servers are on (to eliminate any LAN issues). If that doesn't work, throw the issue to IEX. They may need an update for CCMS.
