RSOP Planning Mode Unavailable

I'm trying to change some of the GPO's on the network I support, and am running into an issue. I start mmc, add the Resultant Set of Policy snap-in, and Generate RSOP Data. On the screen where I can select mode, "Planning Mode" is greyed out for me. I've tried as different users, and on different machines - same thing. I don't know what to check to try and figure out why this is happenning.

Anyone have any ideas?

Need to make sure that your admin has delegated access on the OU for PLANNING MODE as well. There are two options for Delegation also
