RRAS - Server and no computers are not browsable when viewing Network

I have RRAS configured on a Server 2003 system. It has SP2 and the latest updates/patches. The system has 4GB of RAM with one onboard Intel NIC. The VPN server is behind a router/firewall with the appropriate ports forwarded for VPN. It is not acting as the network gateway. We have DNS working properly and AD working as I have configured many, many times on other 2003 DCs. RRAS seems to be working appropriately and clients can VPN in as needed. The only issue we have with that is trying to use LogMeIn on the server for our remote administration purposes. LogMeIn dies when someone connects via VPN. RDP and dynamic DNS works for us though.

However, the main problem now is that we cannot see ANY computers in the Microsoft Windows Network under My Network places on the server. We have yet to join all the workstations (most are mobile laptops however) to the domain. All the workstations are in the workgroup "bfl" which is the local domain name ("bfl.local").

The server at a minimum should be showing up in the Microsoft Windows Network when browsing for other computers. Other systems should be as well. The Computer Browser services is started and set to Automatic.

Currently we are unable to resolve the NetBIOS names of computers, and part of that is because they have not yet been joined to the domain so there are not host A records for them in DNS on the server. We need this for mapping purposes. IP addresses work, but that isn't optimal. We must make it as easy as possible for the users to find the computers they need in My Network Places.

However, we are unsure why no systems show up in My Network Places (or running the cmd "net view"). Could it be an RRAS policy?
