RRAS Remote Access Policies page disabled

Hi

I'm trying to configure my 2003 Server to use RRAS for for VPN Access. I am able to enter RRAS console and the server shows up but the Remote Access Policies and Remote Access Logging nodes have a red x over them and are unavailable.

I've reinstalled RRAS to no avail.

Any idea how I get the logging and policies page to open??
