RRAS "Reason for disconnect was user request"

I have a TS with several clients dialing in through RRAS on a modem bank of USR Sporsters. Occasionally, while most RRAS dialup clients work, one will connect, authenticate, and then drop after about 6 seconds and the event log logs "Error 20048; The Client was connected for 6 seconds, sent 0 bytes and received 0 bytes. The reason for disconnecting was user request." Restarting RRAS doesn't help, in fact rebooting the server or client dialup router doesn't. Yet it will clear itself up after a few hours or days. The dialup router will initiate connections when it gets packet requests addressed to the server. It's almost seemed in the past that the connection works if the request is from an ftp packet first, and not a netbios packet. And then it will stay up. BTW, all clients dial up with exactly the same setup in the way of hardware and software.

Anyone seen this before?
