RRAS on NT Server 4

Hi.I am attempting to install RRAS on my NT Server4 which is also our Exchange 5.5 server.It should be straightforward but instead displays the error "checksmtpRunning" and then states that multiple files cannot be found.One such file is "rtrcfg.dll" which according to Microsofts website is part of the RRAS package but i cannot find this file on any NT Server 4 CD's (i have checked 2).I am attempting to install RRAS via Network,Services,Add and providing the NT Server CD - according to everything i have read this is correct so can someone tell me what i am doing wrong please?
