RRAS causing NIC IP conflict

I have W2K server with RRAS setup for allowing dial in access through 2 modems. Everything is fine until a remote machine dials in. When they connect, the RRAS service assigns another IP address to the NIC causing a conflict. Get errors 8032 and 8021 in the system event log. Using nbtstat -n shows a conflict on the NIC. I can stop the RRAS service, run nbtstat -RR, stop and start the browser, and everything's ok. Restart the RRAS service, everything's ok until someone else dials in. ?????????????
Can anyone help me out here?
