rpm -ivh libgcc-6.3.0-1.aix7.2.ppc.rpm
error: Failed dependencies:
AIX-rpm >= 7.2.0.0 is needed by libgcc-6.3.0-1.ppc

Any idea where to locate this RPM?

Suspect you are not on AIX 7.2.*.*

Run oslevel -s to confirm what version you are on.
