At work I was trying to force a domain controller to "replicate now" with the the two domain controllers listed in the ntds settings. However, I received an error message the "RPC server is unavailable. This could be a dns lookup problem" which is a close approximation of the error. I started the RPC service but no change. Please help. Thanks.

This could be DNS. Have you tried pinging the servername to see if you get a reply. This will be a basic test for working DNS.
