RPC Server is Unavailable message

Using IIS 5.0, I receive an RPC Server is unavailable message from the client's browser. When you refresh the page, it displays correctly. Microsoft reported in knowledge base that you had to have IISAdmin started, so I did -- still no fix. I checked the performance monitor, and memory and cpu are not a factor. I've heard that too many include files can cause this, so I consilidated 3 includes into 1. Anybody have any ideas? Machine is running on Dual PIII 700, 512mb RAM, Dual 18G Ultra160, Win2k with SP1, and Windows Update (Pre SP2 Hotfixes)
 
try increasing connection timeout from 900 to 1500
i think this might help
 
It's not a timeout issue, because the error occurs immediately (1-2 seconds). What I ended up doing, was customizing the cache size in the server extensions properties (even though I'm not using any front page extensions) and it now I don't get the error. I even went back and placed all my includes back in, and it seems to be working fine. Well if it ain't broke, don't fix it seems to be the best thing here.
