RPC Server error 14

Anyone know what causes this error? I cannot get the RPC Server to start in InoculateIT 6.0 on some Windows 98 Second Edition machines.

Here is the error:

The RPC server could not listen for RPC calls, Error 14

Code 208..

I emailed CA's tech support and their reply was to try installing Inoculate on a fresh system and see if you still get the error. Never once explaining what the error acutally was.

I have 2 machines giving me this problem, seems like some type of driver/software conflict, but CA won't tell me what the heck the error means.
