RPC Locator Server, Locator.exe Errors on Startup

For the last few months I always get these errors when attempting to use my laptop off the network. Right after login, it will hang for a bit trying to start the service and then it will fail and throw up this message. I never see the errors when logging in on the network domain.

"RPC Locator service fails to start"

Does anyone know what this is, I'm tired of seeing it?
