rows repeated in export to csv

Crystal 10, Oracle.
I need to produce a csv export to be compatible with another system. I knew about problems with page headers repeating and so I am suppressing report header and page header.

When viewed in Crystal preview, each row is distinct at the group footer level (sort name). When exported to csv, there are duplicate rows. Is there a solution to this?
