Routing Problem with RRAS

I have a problem with RRAS. My setup is this, I have all clients on the network set to use an alternate gateway when hitting a specific subnet.

client route 209.104.0.0 --> 10.0.0.5

on router

nic 1 LAN IP 10.0.0.5
Mask 255.255.255.0
No Gateway

nic 2 WAN ip 24.153.204.163
mask 255.255.255.128
Gateway 24.153.204.129

Router is configured as lan router, RIP enabled.

Static route of 204.109.0.0 mask 255.255.0.0 >24.153.204.129

Connectivity is good on both sides, but simply will not route. All tracerts end at 10.0.0.5.

Any ideas??
