Routing outbound calls to far end PBX to using their trunk line 1

We have CS1000 connected to far end PBX via PRI linke (Rout 30), each side dials to other side by entering 4 digits extension number.
Now we plan to route all outbound calls to the far end pbx to using their trunks to call outside.
I configured this in CS1000, but it failed and gave me fast busy tone.

I had far end technician trace the Rout 30 channels on his end, but he said there is no call came through. (Can not verify if it's true)

On the far end PBX, do those trunks have a high enough NCOS to make an outgoing call?

you are right, the PRI link channel on the far end PBX doesn't have enough COS.
