Routing international dialed calls to PRI instead of trunks

I have a G3 v11 with trunks for our main numbers and a PRI for DIDs. I want to port my main numbers to the PRI and drop the trunks due to the cost. The thing I need to figure out is how to get international dialed calls to route out on the PRI instead of the trunks. I tried changing the route pattern in ARS for 011 to the same partition-route-group as the PRI. I get a fast busy when I dial any international numbers. List trace shows it routing over the PRI but calls do not connect, only fast busy. I have checked the permissions for the station, trunks, PRI, etc. Any thoughts on what to check? Is this a limitation of something?

Make sure your PRI provider will allow international calls. If it was not specified when the circuit was installed, they may have international calling restricted.
