I have a contivity 1010 and most of my VPN users connect for VOIP to a Nortel BCM. However, vpn users can't communicate with each other. If I connect via VPN and try to ping another VPN user, it fails (I assume this is my issue) as I don't have this problem at a different site with a different router. I need the VPN users to be able to ping/communicate with each other. All VPN users get the same IP when connected. Any suggestions?

check to make sure that "allow end user to end user" traffic is checked. I believe that's under Forwarding (may be System, forwarding) in the Contivity 1010. If you are using hardware VPN routers, then the setting you want to enable is "enable tunnel to tunnel" traffic.

Thanks. Found it after I posted. It was the end to end user under forward (as per your response).
