Routing and Remote Access, Unable to configure

I have taken over the management of an Internet connected Windows 2000 Server and want to enable RRAS to enable VPN access to the server. After creating and assigning a suitable IPSec policy (previosly not policy in place) to only allow specific ports on the server (web server, email server terminal service etc) I enabled the workstation and server services (previously disabled) and was then able to start the Routing and Remote Acess Service. I am however unable to configure it, the "Configure and Enable Routing and Remote Access" right click option is greyed out. I tried the "Disable Routing and Remote Access" option, but I still dont get the "Configure" one back.

It does have an options that I haven't seen before with is "Remove From Directory"

Any suggestions on where to go with this would be very appreciated.
