Routing and Remote Access Service does not start!

This problem is driving me mad: my Windows XP Pro machine works perfectly, except for this thing.
I was trying to set up an incoming VPN connection (thing I have already done on a friend's PC), but I was unable to proceed because the Routing and Remote Access service (aka RRAS) does not start.

In the Event Log I read the following event:

Source: Service Control Manager
EventID: 7024
Description: Routing and Remote Access service terminated with service-specific error code 2147483720 (0x80000048).

I tried searching the microsoft KB and support pages and found solution for Windows 2000 only. The problem is that non of them quotes the code 2147483720 and they all involve reinstalling the RRAS service, but the RRAS service in Windows XP is part of the OS installation and not a stand-alone pack, isn't it?

Other possible solutions involved installing IIS (wich I don't use), editing registry keys, changing permission for the TEMP folder... but non of them was of help.

This problem is really driving me mad: I don't want to reinstall from scrath a system that is working properly under any aspect EXCEPT for this service.

Apologies for not noticing this is a subscription service...$15 yearly...just so you'll know!
 
Was able to utilize some of the site...and apparently plug and play has to be ON for RAS to initialize...sorry for all the dribbles...
 
I got the same problem on my desktop. My laptop is also running XP and is able to start RRAS. When I try to start RRAS on my desktop, I got error code 16389. I can't find any clue either. I'm using XP sp1. Any clue, please let me know.
