Routing and Remote access enters disable state !

Hi
I have a problem using microsoft isa server 2004 standard edition . When I change the firewall policies in the isa server panel (it doesnt matter what's the change ) , the routing and remote access service stops unexpectedly and enters the disable state ! I also noticed that there is an information event in the system which is :
Service Control Manager
Event ID: 7040
The start type of the Routing and Remote Access service was changed from auto start to disabled.

What's the problem ?

sounds like a policy overwriting it

if running 2k3, whats rsop.msc report under computer configuration\windows settings\security settings\system services?

I Dont think that's because of a policy , It's something between ISA and routing and remote access . besides , I have not set anything in the section you said .
